The initial application fee for the Short Term Rental Operating License application is in the fees tab and the processing time is approximately 3 – 4 weeks depending on when the application is deemed complete. Annual renewals of the license are required, and the cost is found in the fees tab.

New Short Term Rental Permit holders will have 60 days after their Short Term Rental Permit has been issued to apply for an operating license. They will also have an additional 30 day window after that in which they may still apply, but a late fee will be assessed. 

If Short Term Rental Permittees fail to apply for an operating license within the required timeframe, then the permit will become void due to the abandonment of use. Once it is void, in order to operate a short term rental, operators will need to reapply for the land use permit and will be subject to the current rules and regulations of the permit, including the 500 foot density buffer between whole-house STRs.

A complete initial application includes all required documentation and fee payment. Upon failure to submit a complete application, applicants will be notified by the City of Bend that they have 30 days in order to submit a completed application. The Operating License application will be withdrawn, the fee refunded, and the land use permit will become void if the application is not completed within 30 days of receiving notice of incompletion.

– Complete this form and submit it with your application. 

Fire Safety Self-inspection Checklist & Reply Card– Complete your self-inspection and upload this form with your application. 

Declaration of Notice – Once neighbors have been notified of the 24/7 Emergency Contact information, complete this form and upload it with your application. 

Proof of Notice to Neighbors -The 24/7 Emergency Contact information for the STR property must be shared annually with neighboring properties within 250ft. Notices may be mailed, hand-delivered or a sign may be posted during STR use.

  • Proof of the mailing (photo of prepared envelopes and copy of the letter) or a photo of the sign must be uploaded with your application.
  •  Letter template for mailing annual notice.
  •  To lookup property owners within 250 ft. of the STR property for mailing purposes, please use these instructions. 
  •  If posting a sign – the sign must state, the property is an STR and include the 24/7 emergency contact’s name and phone number. The sign must be no larger than two (2) square feet in size and readable from the edge of the property.
  •  Mt. Bachelor Village Owners are required instead to share this contact information via email with the Mt. Bachelor Village HOA c/o Aperion Management Group and submit proof of that notification. 

 Parking Diagram – Create a parking diagram based upon your land use permit approval that will be shared with STR tenants so they understand where to park vehicles during their stay. The parking diagram must also be available in a prominent location within the short-term rental property. If the garage is meant to be used for parking, you must also submit a dated photograph of the garage showing it as being available for STR tenant use. 

Proof of Good Neighbor Guidelines Posting – Once the Good Neighbor Guidelines are posted within the property or in online advertising materials, submit an image of the posting with your initial application.  

Proof of Use – No upload is required for initial operating license applicants.

Designating an Authorized Agent – An authorized agent is a property management company or other entity or person who has been designated by the owner. Use this Authorization Form and upload along with your application, or email to [email protected].

 

Additional Information

Operating Licenses are issued to the property owner and are not transferable if the property is sold or ownership changes.

If the property has a Vacation Home or Vacation Room Rental Permit, then new owners will have 60 days upon sale of the property to apply for an Operating License to keep the land use permit active.

If the property has a Type-I or Type-II Short Term Rental Permit, new owners must apply for their own STR Land Use Permit first and then the STR Operating License within 60 days of the STR Land Use Permit issuance date.
