HAP is a nonprofit social service and community development organization that addresses the needs of more than 25,000 immigrants and refugees across the Twin Cities. We provide support through culturally sensitive programs in five key impact areas: Workforce Development, Economic and Community Development, Children and Family Services, Health and Wellness, and Social Enterprises.

Founded in 1990 as a refugee resettlement organization for the growing Hmong community, HAP is uniquely positioned to serve the broader immigrant and refugee community. Our staff has the combined expertise to serve people from 18 nationalities, while our President and CEO, Bao Vang, is herself a Hmong refugee who fled Laos with her family in the Vietnam War. Many of our staff share that same story.

HAP is also an affiliate of OIC of America, a national network of organizations that help people of all races and backgrounds become productive, more fulfilled members of society. Through this affiliation, we leverage technical assistance and a proven program model to more effectively fulfill our mission: to empower the community to embrace the strengths of our cultures while achieving our potential.
